In 1709 (Sukjong year 35), the provincial military commander Yun Suk started the foundation work for four gates, on the east, west, south and north, to station troops. While stone for the walls was being gathered and the water gate was being raised, a bad harvest and disease stopped the work. The fortress has stayed as it is since then. It is always open and has no admission fee, but parking is not available.
